Anywhere: accept "file://" as URL

This is used when linking a path to a local file server.

Currently, Anywhere accepts http:// or https:// as an URL.

The Windows Client accepts both \\share\folder\file or file://share\folder\file as an action. We use this to open PDF files with ledger vouchers.
