Pin to Top in Object list

With the addition of Object Toggling, being able to pin certain objects og groups to the top of the object list, even if adding new objects, would be nice.

Right now, if you for instance have a menu that uses object toggling, and you add a new chart to the dashboard, you have to remember to move the menu and its sub menus above the new chart in the object list. If we could instead have "layers" in a layout, this could be handled.
