Prevent report from updating/refreshing?

Is it possible to prevent a report from being updated? For example, if there have been changes to the cube that will cause the report to fail if it is updated

A TARGIT report is by default a live query, so there's no way to avoid the TARGIT report to send a query when it's opened.
In Data Discovery in the most recent version, however, there is a setting to avoid updating a cube if one or more data sources included in the cube has failed. If your data source is not data discovery, such situations needs to be handled by the ETL proces that builds the cube.
