scheduled reports - choose between export method to .svc (UTF-8 or UTF-8 BOM)

we need to be able to choose the format to export to when exporting af table to .csv from scheduled reports. the problem is that the change from UTF-8 to UTF-8 BOM gives the receiver of the data problems, and we do not want a third party tool in the middle.
