I would like to swap the columns to have my 2 measures within different years right next to each other.

An alternative is to Create Advanced Calculations and Insert Columns listing the desired measurements and then organize them.
Once this is done, use the visibility criterion to hide the measurements, keeping the created calculations.

If the key users have many columns, I imagine it to be confusing and a cumbersome procedure, I will create an IDEA (feature request) for this :)
