Elements/Buttons that stand out/pop out

Hello community,

It would be great if we had the option to have a button/element stand out when we hover over it. What comes in mind is some sort of a small pop out similar to when we do a mouse over. Maybe a small pop out animation.

1) This will make buttons appear more intractable to the consumer.

2) Make the dashboards more aesthetically pleasing by moving them from static to dynamic.

As this is my first post i posted it to Designer hoping that it is directed towards the correct crowd.
