Multiple Public Addresses

Right now TARGIT server can't figure out how to use different public addresses.

Use case: A client want to apply more than 1 public address. They want to set up multiple Identity Providers and public addresses. (For several Danish municipalities). Plan is that every municipality would log in with their own OpenID and have their own Anywhere set up.
