It is designed like this mainly for performance reasons. This is also why there is a "preview" overlay on all the pages. It is not possible to to get a correct representation of the report before rendering the PDF. In case the users need to set criteria etc. on a report before printing it we recommend using a dashboard and then a trigger to export the report.

Yes - I have experienced the same.
Actually it does work, but not before printing the report to PDF.
